Cuba and US meet on Immigration

Senior US and Cuban diplomats are meeting in Havana to discuss immigration issues, but the regularly scheduled conversation is sure to turn to more contentious matters, such as the detention of an American man that Cuba accuses of spying. The US side is led by Roberta Jacobsen, America’s principal deputy assistant secretary of state for Western Hemisphere affairs. It is not clear who was representing the Cuban delegation. The talks focus on a 17-year-old agreement under which the United States issues 20,000 visas to Cubans a year. But diplomats on both sides use the twice-yearly meetings to detail a list of complaints. (ap)
